With an IP to Country locator you can check the users IP address against a database of IP numbers and the location of that IP number, for example, if a user purchases your products online using a credit card, you can check their IP address against the database, extract the location details and then cross reference with the address they have supplied in your order form, if they do not match, you can be near 100% certain that this is a fraudulent order.

Ask yourself this, if a users IP address is reported to come from the US but are using a credit card with an Australian address, what is the chances of this being a legitimate order? You can then use other methods such as calling the customer to confirm their details.
